I can't figure out how to have VSA start first, and well before the other iSCSI boot VMs?

The startup order, and time to wait between, VMs is a property of the ESX server.
In VI Client select the ESX server, select the configuration tab, select Virtual Machine Startup/Shutdown (in the middle of the screen in blue).
That should put you in the right direction.

I had that part. The problem is that I cannot edit either of the VM that show up in the list. And under the startup column, they show as disabled.

flying by memory you have to enable automatic startup of VMs by selecting the properties of automatic startup and there is a check box you have to select to enable it.

Ouch. You can't edit the VM setting until you Move Up the VM. Sorry.
