What would be the cleanest, easiest way to use Converter to do the P2V and at the same time get the new VM on the VSA? Do you have a recipe?

I don't have a recipe per se but using converter to move to a VSA vol should be no different than any other SAN volume, except probably slower.

In general you should create a VSA volume and format it as a datastore in ESX first.
Then you should be able to use converter the same as always and just point at the new datastore as the location to copy to.
